El 1 de julio de 2002, con 76 ratificaciones y 139 firmas, entró en vigor en Estatuto de Roma de la Corte Penal Internacional, de 17 de julio de 1998. El 11 de abril de 2002 se reunió el número mínimo de ratificaciones necesarias para su entrada en vigor. El principal problema para el funcionamiento de la Corte es la posición de los Estados Unidos, que se ha opuesto a su jurisdicción.
